Case Study
Developing a Comprehensive AMI and Smart Grid Strategy for a PJM Utility, Including Vendor Selection, Business Case Development, and Regulatory Filings
Client Situation
Our client was faced with aging T&D infrastructure and a legislative mandate to implement AMI and aggressively reduce energy and demand through demand side management programs.
Approach
- Analyzed the entire suite of Smart Grid and AMI technologies:
- Advanced Metering Infrastructure (AMI) technology and Smart meters
- Load Control Management System (LCMS) and the Home Area Networking (HAN) Devices
- Distribution and substation automation
- Wireless communication systems to connect the field components to Smart Grid IT Applications
- Pre-screened vendors and developed and evaluated RFPs for technologies, including:
- Smart Meters and two-way advanced metering infrastructure (AMI)
- Load control relays for utility control of customer devices
- Load Control Management System (LCMS)
- Microwave and fiber backbone providing a 300Mbps IP backbone and broadband to all substations
- Mobile voice, mobile data, and fixed data communication solutions
- Home area network (HAN) devices and home energy displays
- Programmable thermostats controllable via the web and by the utility
- Developed a comprehensive suite of energy efficiency and demand response programs to achieve the aggressive legislative conservation mandates
- Defined programs and associated channel strategies
- Conducted RFPs for vendors and channel partners
- Strongly supported implementation launch
- Created the business case and regulatory filing for AMI, Smart Grid and DSM programs:
- Built financial models
- Drafted the business case
- Prepared testimony and exhibits for key witnesses
- Created workpapers
Results
Comprehensive AMI, Smart Grid, and DSM plans will meet legislative and regulatory mandates, and deliver significant long-term economic benefits to shareholders and community.
